SXR VS XPL Engines

I just watched a video on youtube of a sxr with a seadoo 951 engine in it. This thing hauled arse. I was just thinking the SXR engine comes out with 84 HP stock and the seadoo 951 comes out 130 - 140 HP stock.

Why is the SXR so de-tuned?

Wouldnt it be cheaper to put a seadoo motor in it and save a shit load of money on pipes etc and still not have the power of the seadoo motor?
